Implement async project authorizations refreshes everywhere

What does this MR do and why?

We first introduced this change in !92333 (merged), but it had to be reverted due to broken master (see this discussion). We are now taking a new approach to solving this problem, by running the project authorization refresh jobs in test environments directly via worker.new.perform(args)
