Repositioned the insert suggestion button for better visibility

This MR changes the position of the Insert suggestion button on the MR review notes toolbar to improve its discoverability 🙂

How to set up and validate locally

1. Go to a project in your local GDK which has an open MR
2. Try to add a note to the MR changes
3. Verify that the Insert suggestion button is the first button available on the list
