Switch MR Survey feature flag to user actor

This MR changes feature flag actor for MR Survey from project-based to a user-based one.

I think for percentage based, we'll need to move to a user actor. What we could do is:

  1. Try it on the gitlab-org/gitlab project with the way the feature flag is currently setup. See what feedback we get, make any changes we need to.
  2. Disable the feature flag
  3. Change it to support a user actor
  4. Roll it out as a percentage of users

I really think we want to send this through internally just to see what else is out there. We don't need to care about the data, but it's more about the experience at that point.
