Add recommendation for Metadata API in Version API docs

This MR is a follow up of !91004 (closed) which proposed to deprecate the Version API entirely in favor of the Metadata API. However, this seems like an impossible thing to do given how much the Version API is being used.

This change set just recommends the Metadata API in the Version API docs.
