Update tool filter to allow multiple query

What does this MR do and why?

This MR is part of the vulnerability tool filter migration to GraphQL. The Project, Group, and Instance views will use a shared component and populate the dropdown menu items from the vulnerability scanner GraphQL query. In this MR, the tool_filter component is refactored to support multiple queries better. The views include project, group, and instance, these require different queries.
