Remove shared runner usage tab from analytics

What does this MR do and why?

Shared runner usage tab was in two places, usage quotas and analytics for groups. We are removing it from Analytics.

How to set up and validate locally

Visit Group > Analytics > CI/CD

Existing shared runner usage is found for group namespace at Group > Settings > Usage Quotas > Pipelines (tab)

For personal namespace User > Preferences > Usage Quotas
