Remove duplicated help link in top bar

What does this MR do and why?

Removes the help link from the menu dropdown when a user is not signed-in. This link is already available under the help dropdown button and is unnecessarily redundant.

Previous discussion on whether or not to keep it. Reverts this change !62171 (merged)
