What does this MR do and why?

This is the docs update for https://gitlab.com/gitlab-org/gitlab/-/issues/343362 - limiting the number of reviewers to 100.

The implementation can be found at !91406 (merged)

The relevant feature flag is: limit_reviewer_and_assignee_size
