Add Users::MigrateRecordsToGhostUserService

What does this MR do and why?

Creates Users::MigrateRecordsToGhostUserService based on the existing Users::DestroyService and Users::MigrateToGhostUserService. This new service will be used by a cron worker that migrates and deletes user records in batces with limited execution time. This helps avoiding long running jobs and transactions.

Users::MigrateToGhostUserService and the redundant code in Users::DestroyService will be removed after the new worker is rolled out.
