Add prepend_mod to privider_repo_serializer.rb

What does this MR do and why?

We expect to add a new feature to import projects from Gitee on JH side, we need to override the represent method in app/serializers/import/provider_repo_serializer.rb. I add prepend_mod method to this file so we can add more provider on JH side.
