What does this MR do and why?

This MR removes a type definition from Ci::JobArtifact which is only used in EE and is already present under EE::Ci::JobArtifact https://gitlab.com/gitlab-org/gitlab/-/blob/master/ee/app/models/ee/ci/job_artifact.rb#L36
