Highlight runner name and move locked icon
What does this MR do and why?
This change updates the runner name so it appears bold and moved the locked icon next to it.
This is an iteration of #343133 (closed), see more details on our approach in this comment:
Other UI polish improvements like styling updates and badge colors can be made as iterations, not behind a feature flag.

How to set up and validate locally
- Logged in as admin
- Visit Admin -> Runners
- Check the runners are displayed correctly
