Upgrade Flipper again to v0.25.0

What does this MR do and why?

This merge request restores the upgrade to Flipper v0.25.0 brought in !95087 (merged) and reverted in !95651 (merged) due to #371091 (closed). As it turns out, the upgrade had nothing to do with the incident, and upon a further code review we believe the upgrade did not introduce any regressions.
