Remove runner_features from Ci::BuildMetadata

What does this MR do and why?

This MR removes ignore_columns on runner_features from Ci::BuildMetadata as this column was renamed runtime_runner_features in !72378 (merged).

This is the last step to get rid of this column as we dropped this column in !73200 (merged) %14.10.
