What does this MR do and why?

Remove FF group_level_protected_environment_settings_permission.

We still have the flexibility to disable this feature by enabling override_group_level_protected_environment_settings_permission as documented in https://docs.gitlab.com/ee/ci/environments/protected_environments.html#configure-group-level-memberships
