Add JH support in CI rules

What does this MR do and why?

Hello, this is JiHu team. In this JiHu MR, it does not include any job about the changes in jh/qa/**/*.

The reason is that some QA change rules do not contain the jh directory, we should add the {,jh/} pattern in these like the {,ee/} does.
