Increase the value of AllCops.MaxFilesInCache in .rubocop.yml

What does this MR do and why?

This MR increases the value of AllCops.MaxFilesinCache in .rubocop.yml to fix a pipeline failure in JH side.

In this script scripts/rubocop-max-files-in-cache-check, it checked the value of AllCops.MaxFilesInCache in .rubocop.yml and compared it with the result of bundle exec rubocop --list-target-files | wc -l. Because JH directory was added to JH side, the result of bundle exec rubocop --list-target-files | wc -l was increased, so the check threw an error, now increase the value of AllCops.MaxFilesInCache to fix the error.
