EE Allow Gitaly N+1 in MR CreationsController

What does this MR do?

A recent reduction in accepted gitaly query count has picked up this case.

I don't have much experience here and see a lot of the other uses of this method are in the services themselves, but seeing as this was the method used by the controller action in both failures I figured I could do this instead? 🤷
