Note indicating future deprecation of proxying feature flag

What does this MR do and why?

This MR adds a note to indicate that we intend to deprecate the proxying feature flag in a future release. Proxying is enabled by default as of GitLab 15.1 and with the deprecation of this feature flag, customers will not be able to disable proxying in the future. We ask customers to upvote the feature for read-only secondary sites with details of their use cases.
