Update codeowners entries for technical writing

What does this MR do and why?

We noticed today that there is no codeowners entry for the deprecations and removals entries, which means it uses the code maintainers fallback.

Code maintainers are not involved in deprecation and removal doc entries, so we need to add them to the list to make sure they can be merged by the technical writing team. As part of this, I also added @kpaizee to some docs config file entries, as she is now a Manager in the TW team.
