Fix: locale issue on sidebar label assignment

What does this MR do and why?

Reason

The sidebar label assignment widget search box is lacking the attribute of describing the placeholder thus it always shows the default placeholder *Search. This MR adds the placeholder attribute to the search box.

  3. Click on the sidebar > label > edit
  4. Observe
