What does this MR do and why?

Creates Users::MigrateRecordsToGhostUserWorker utilizing Users::MigrateRecordsToGhostUserService added in !95475 (merged). The new cron worker migrates and deletes user records in batches with limited execution time. This helps avoiding long running jobs and transactions.
