Update CI/CD template guide to add all required metric definition info

What does this MR do and why?

Related to discussion in !86484 (comment 1079430251).

This updates the CI/CD template guide in docs to explicitly mention filling out description and product_* fields in new metric definitions, as these are required fields and shouldn't be left as empty strings.

Screenshots are required for UI changes, and strongly recommended for all other merge requests.

Numbered steps to set up and validate the change are strongly suggested.
