Add license scanning scan result policy flag

What does this MR do and why?

This introduces the feature flag for the license approval policies work. It passes it all the way down to the Vue app so we can utilize it in the other issues in the epic &8092 (closed)

It is provided to the Vue app, but not yet consumed.
