What does this MR do?

During discussions, it became clear that the modified topic required badging.

Also took the opportunity to make the topic more visible, and improve it a bit.

This page appears to have been created purely to hold content about one of the many settings available in Account and limit (this page is linked to from the UI). This MR doesn't seek to fill in those gaps.
