What does this MR do and why?

Clean up for the promote_mr_approvals_in_free experiment that was deemed a success. Removes the promote_mr_approvals_in_free yml entry.

How to set up and validate locally

  1. Turn on billing features in the app (via rails console)
  2. Create a group & a project with a repo (initialize with a README file)
  1. Edit the README (Can use the Web IDE)
  2. Commit the change and ensure Start a new merge request is checked
  1. Observe under the Reviewer section that Approval rules dropdown appears
