Clean up note_form_spec.js after bad merge

What does this MR do?

When merging https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9727 it was not updated with the latest changes from CE (https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/25571). This has caused a bad merge which was partially cleaned up in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9784/diffs already. This takes care of the rest.
