Remove allow non-blocking member refresh feature flag

Closes out the feature flag rollout issue #357281 (closed).

This flag has been enabled on GitLab.com since the beginning of April. It only affects Group SAML for GitLab.com and has worked flawlessly. This MR removes the FF leaving the new code.

See !83619 (diffs) for the original code changes. It may better explain how this works and why it only affects Group SAML. Hint: All other routes have blocking_refresh default to true.
