Migrate groups "Protect environment" card to ViewComponent
What does this MR do and why?
This migrates the groups' "Protect environment" to the Pajamas-compliant card component. This also drops the H3 from the header to align with other cards' headers.

How to set up and validate locally
- In any group, navigate to Settings > CI/CD > Protected environments.
