Draft: Add support for dynamic header image for redesigned login page
What does this MR do and why?
This MR fixes #375269 (closed) an Issue where the header image on the redesigned login page was ignoring custom logos uploaded by the user.

How to set up and validate locally
- Log in and go to Admin > Settings > Appearance > Sign in/Sign up pages
- Upload a logo
- Open the login page in Incognito mode and see the uploaded logo
