It adds a popover to container registry row in the Usage Quotas page explaining data deduplication.

How to set up and validate locally

Group's usage quotas

• Navigate to a group (where you're the admin) that has at least one project
• From left sidebar to to Settings > Usage Quotas
• In Storage tab, expand a project's row
• Verify an icon exists to the right of the container registry row
• Hover on the icon and verify the popover shows up
