Docs: Update contribution closing policy to include community attribution

What does this MR do?

Our MR Coaching role includes notes on correctly attributing Community contribution to the original contributor when our team members take over an issue or MR. These guidelines should not be specific to the role but should be considered in all cases.

• For a paid feature, have we considered GitLab.com plans, how it works for groups, and is there a design for promoting it to users who aren't on the correct plan?
