Resolve "[Feature flag] Rollout of `increase_branch_cache_expiry`"

What does this MR do and why?

Following on from this conversation (#372331 (comment 1094789885)) we have decided to increase the cache expiry time from 10 -> 60 minutes by removing this feature flag.
