What does this MR do and why?

Migrates the glossary within the handbook fully to the docs site. We have had some drift so this copies over the missing terms and updates.

NOTE: I made almost no changes to the existing copy.

Follow-up step: remove https://about.gitlab.com/handbook/engineering/development/sec/secure/glossary-of-terms/ entirely
