What does this MR do and why?

Update the documentation to reference the current latest version of the cyclonedx/cyclonedx-cli docker image, 0.24.0.

There don't appear to be significant changes between 0.22.0 and 0.24.0, but it's always nice to reference the latest version anyways: https://github.com/CycloneDX/cyclonedx-cli/releases
