Fix the order of CI build jobs

Georgi N. Georgiev requested to merge ggeorgiev/fix-build-order into master

The order was incorrect which caused wrong jobs to be restarted in 1.27.0

Will be released with 1.27.1

Such issues will also be better fixed when we migrate back to the RedHat registry as there we had immutable tags AFAIK #210
