chore: publishes AIGW docker image to dockerhub

What does this merge request do and why?

Some self-hosted customers do not have access to gitlab container registry in their environments, so we need to mirror some images to dockerhub. We are currently only mirroring images that match a gitlab version (defined as gitlab-{gitlab_version}, and the tagging process is manual.
