What does this merge request do and why?

Gitlab Rails now provides granular unit primitives for explain_code/fix_code/refactor_code/write_tests tools: Specify granular UPs for chat tools (gitlab-org/gitlab!169116 - merged). Let's specify in the prompts which UPs are expected.
