Refactor to accommodate using milestone issues as planning source of truth

This MR:

  • removes the tightly coupled connection to the planning issue content
  • swaps around order of update template
  • leans out formatting & content to be simpler and more explicit
  • swaps date ranges to expect the job to run on a friday, aggregating activity over the last week and projecting capacity for the next
