Call out mobile styling in technical breakdown template

https://gitlab.com/gitlab-org/monitor/monitor/-/issues/86#note_721419385 highlighted consideration for mobile styling. Even though styling should ideally be mobile-first, it can still be worth assessing:

  1. Whether the provided designs account for both mobile & desktop sufficiently
  2. Whether the work for desktop & mobile should be tracked separately or otherwise handled independently
