Make Ruby 3.1 the default for all builds

Related to &10034 (closed). Once GitLab.com is running on Ruby 3.1 and we are confident to ship it to users, bump the Ruby version to 3.1 so that all builds, including release tag ones, start using it. For that, update current_ruby_version in config/software/ruby.rb to 3.1.
