Document disabling TLS v1.1 in nginx and postgres

Robert Marshall requested to merge rmarshall/omnibus-gitlab:3892-document-tlsv1_1-changes into master
  • GitLab v11.6 and beyond will deprecate TLS v1.1. Documented this change into the notes for 11.x releases.
  • Allow chef cookbook for postgres to modify ssl_prefer_server_ciphers.
