Warn reviewers to rebuild packages if software definition changed, not fail

I am not entirely sure why this hasn't popped up yet (i.e, was that check even running before?).

Anyway, this message is essentially asking to confirm that packages are built fine. The only way to make it not a Danger error is to add all those unnecessary labels, which doesn't make sense. It should be a warning only.
