Revert changes for configuring upload purging

This reverts a breaking change in !3441 (diffs) and the original implementation for registry purging in !3379 (merged).

The maintenance configuration is under storage: which we already allow users to configure, making this configuration change while less explicit, unnecessary.

As a follow-up to this I think we can add a new unittest that will validate yaml config, tracked in #4518 (closed)
