As observed in https://dev.gitlab.org/gitlab/omnibus-gitlab/-/jobs/4872974 , PATCH_DEPLOY_ENVIRONMENT is not interpolated which means that the automatic deploy to that env does not work https://ops.gitlab.net/gitlab-com/gl-infra/deployer/-/jobs/566796 .
