Update our library header file excludes

DJ Mountney requested to merge update-lib-excludes into master

To work with the updated exclude syntax in omnibus.

Fixes #4633 (closed)

which was a regression introduced in 12.2

This fix appears to be reducing our packagesize by an additional 7MB.
