Change postgresql bin.json to template

Ian Baum requested to merge change-postgresql-bin.json-to-template into master

With gitlab::config recipe on EE packages, we don't get EE specific attributes in the /opt/gitlab/embedded/nodes/NODE.json file. The gitlab-ee::config recipe is just a wrapper to gitlab::config, and ensures we get the EE attributes.
