Make memory measure job manual temporarily

Balasankar 'Balu' C requested to merge make-docker-measure-job-manual into master

Right now, these jobs are failing 90% of the time. Before we can find time to dedicate to fix this, I think it is best to make these jobs manual in the nightly pipelines to avoid noise. The failures will be handled in gitlab#215000 (closed)
