Recommend adding workflow label to notify MR being ready for review

Balasankar 'Balu' C requested to merge fix-danger-comment-workflow-label into master

A short term fix while we implement gitlab-org/distribution/team-tasks#634 (closed). In the maintainer call we had agreed to let go of the "unassign yourself" recommendation, and just use the workflow labels for flagging.
