Enable consul service for sidekiq-cluster

Bob Van Landuyt requested to merge bvl-cluster-consul into master

This allows consul discovery when running sidekiq through sidekiq-cluster, otherwise this service would have been disabled by the sidekiq_disable recipe. This enables it in sidekiq-cluster, both when running in the sidekiq service, and the sidekiq-cluster service.
